Founder & CEO
Steven J. Davies leads JEF-AT’s operational footprint and strategic initiatives across Sub-Saharan Africa. His extensive career is defined by successfully managing complex logistics and establishing business operations in challenging international environments, particularly across Africa, the Middle East, and Asia. He possesses deep expertise in multimodal transport, specialized project logistics for mining (Russia, DRC, Zambia, Namibia), oil & gas support (Angola), and large-scale defense logistics, including managing fuel supply chains (2700 tankers) and customs resolutions for NATO forces in Afghanistan. Steven has held key leadership roles including Country Manager (East Africa), General Manager (Angola), and Branch Manager (South Africa) for major logistics firms like Kuehne & Nagel and CEVA Logistics, demonstrating proficiency in route development, security protocols, sales, and full P&L responsibility. His entrepreneurial background, coupled with certifications in cargo handling and hazardous materials (IATA/FIATA), ensures effective deployment of JEF-AT’s solutions in demanding regions.
Chief Financial Officer / Purchasing / Contracts / Grants
Gary M. Kramer, CPA, steers JEF-AT’s financial strategy, compliance, and resource acquisition as Chief Financial Officer, integrating robust fiscal discipline with deep contractual expertise. His career uniquely blends senior financial management with extensive experience in government/military contracting, international operations, and large-scale grants administration. Gary previously served as Director of Contracts Administration, Chief Accountability Officer, and Bureau Chief at the Illinois Department of Human Services, establishing the GATA Steering Committee and overseeing grant activities worth $875 million annually, standardizing processes statewide. His international credentials include critical roles as a Budget Advisor (Royal Saudi Air Force), Business Manager (JSOTF-Philippines), Senior Internal Auditor (Dubai) for DynCorp, Finance Manager for the U.S. Department of State in Baghdad, and CFO for Gryphon Airlines in Kuwait. A retired U.S. Army CWO4 Aviator with logistics background, Gary ensures JEF-AT’s financial health, contractual integrity, and optimized purchasing power.

God has blessed me many times in life, and all honor, glory, and praise belong to Him. The family He gave me enabled me to travel the world for many years to learn business management, product development, manufacturing, and the value of good employees over the past 57 years.
Growing up I placed God as my Co-pilot until January 3rd, 1997, at which time I gave Him full control of my life. I still make mistakes and have problems, but God is with me throughout each day in whatever state of mind I am in, and I know there are no problems He and I cannot overcome. JEF in our corporate name represents Jehovah Emmanuel Father because Advanced Technologies is His company.
My career started around the age of nine, working on our family farm and evolved through the oil & gas industry, international manufacturing and distribution, and federal emergency management. Each level of employment enhanced my knowledge and creativity in product development. My work on our family farm included raising cattle, harvesting crops, operating grain elevators and storage facilities also included the daily responsibilities of building fences, hauling hay, and managing livestock. It was this period of my career that facilitated the design of our proprietary environmental agricultural facilities.
My success in my career is also due to surrounding myself with individuals who are more intelligent and have the strongest work ethic. Our team shares knowledge and experience with each other to obtain the target goals for our customers. Our senior management are Subject Matter Experts who have created their own unique and inspiring career paths with guidance from above. Our diverse range of backgrounds and experience is something very few companies have.
The projects we have prioritized relate to creating reliable 0food supply chains, reducing carbon emissions, and restructuring business operations to improve efficiency and economics at lower costs.

Personally, I am blessed to have been married to my wife, Dawn, for over 37 years, raising three children while actively serving in our church’s leadership. With a Bachelor’s degree from the University of Wisconsin-Milwaukee and a Master’s in Industrial Engineering from Texas A&M University, I bring a technical foundation to our mission. As President, I am honored to lead a team that embodies faith, collaboration, and innovation. Together, we strive to build a better world, protect our environment, and uplift those we serve, growing as individuals and as a company under divine guidance.
